Proposed changes to B&B rulesA public hearing will be held Tuesday, Sept. 16 to consider City Councilmember Richard Conlin's proposed amendments to the City's regulations regarding the establishment of bed-and-breakfast inns in areas zoned for single-family homes. Conlin's proposal would eliminate the requirement for bed-and-breakfast inns licensed before April 1, 1987, limit new bed-and-breakfast inns to no more than three rooms available for guest accommodations, and clarify that no "exterior structural alterations" are allowed, as opposed the the current code, which states no "structural alterations." The director of the Department of Design, Construction and Land Use (DCLU) has already determined that the proposed land-use code changes would not result in significant environmental impacts. The deadline to appeal DCLU's decision to the Office of the Hearing Examiner is 5 p.m., Sept. 4. The public hearing on Sept. 16 will be held at 10 a.m. at the City Council Chambers, second floor of the City Hall building at 600 Fourth Avenue. Renovation of former Red Hook buildingThe owners of Essential Baking Co. have submitted an application for a Shoreline Substantial Development Permit to change the use of a portion of the former Red Hook Brewery building at 400 N. 34th St. in Fremont into an 18,038-square-foot chocolate factory, a 1,675-square-foot drinking establishment and a 1,470-square-foot retail shop. The project would include future interior and exterior alterations to the historic two-story brick building, which was originally a barn for city-owned trolleys. A 160-square-foot patio addition is also planned. DCLU is accepting written comments from the public regarding the project (#2303015) through Sept. 12. UW expansion approvedDCLU has granted a Shoreline Substantial Development Permit to the University of Washington for the construction of a 265,000-square-foot Life Sciences building at 1705 NE Pacific St. For details, call Lori Swallow of DCLU at 684-5627.
Costco updateDCLU's Design Review Board held a public meeting on Aug. 25 to hear an update on Costco Wholesale Corp.'s plans to build a Costco warehouse club store at 12220 Aurora Ave. N. in the Haller Lake neighborhood. The retailer presented revised plans after its initial preliminary designs were rejected by the board at a June 2 meeting. The Seattle Sun was unable to report the results of the Aug. 25 meeting because it occurred after press time. Several members of the Haller Lake Community Club, where the meeting was held, have voiced concerns regarding potential traffic and parking congestion. Fremont apartment complexDCLU has granted a master-use permit that will allow a developer to build a five-story apartment building at 3813 Woodland Park Ave. N. The building will include a ground-floor office and 17 residential units, as well as the addition of five residential units to an existing 10-unit apartment building. Hearing on Greenwood LibraryThe City Council will hold a public hearing on Friday, Sept. 19 regarding DCLU's recommendation to approve construction of a one-story, 15,095-square-foot building at 8016 Greenwood Ave. N. that would become the new home of the Greenwood Library. Ballard Library plansSeattle Public Library has submitted an application for a master-use permit to construct an 18,100-square-foot building at 5614 22nd Ave. NW that would become the new home of the Ballard Library.
